Literacy and civics test were used during the Jim Crow era to keep blacks from voting. Note that this is also the man who said Sonia Sotomayor was a member of the “Latino KKK” and who’s former speechwriter (for his failed presidential run) plead guilty to delivering a “karate chop” to a random black woman after calling her a nigger.
